Community Tool Kit (2007)
The Every Child/Every Promise Tool Kit was used to create the strategic plan. It contains simple instructions for groups, guiding them through conversation about issues facing youth in Dubuque, as well as a form for recording conversations and ideas that to be submitted to ECEP leaders.
